Well he may or may not be, for the competence of individuals, whether within or without the MOD is no longer the real issue. He, or those he mentions, may well be able to continue to provide airworthiness support to the Scruggs Achilles DB3 Dive Bomber, but they would be essentially building upon sand. Airworthiness provision is above all else a process of continuity of application of the Airworthiness Regulations. Dispense with the Regulations and you dispense with Airworthiness. Do it for long enough and the process is irreversible. The MOD has been doing it for well past long enough and the DB3's airworthiness is for all intents and purposes irretrievable.
It is an ex Dive Bomber, it has gone to the Great Hangar in the Sky, it has joined the Choir Celestial, it has quit this Mortal Coil...well you get the picture.
That is the poisoned chalice that the MAA has inherited, and to make their job totally impossible who can trust them, given that they are part of the institution that connived to create this mess?
