EasyBomb, The low-cost war?

Now I'm taken to believe that bombs are mighty expensive and in a war like the gulf war an awful lot of them are dropped. Surely anything dropped from a sufficient height will do lots of damage so why don't we save some money.

Lets strap some paveway laser jobbies on something cheap.
There are loads of heavy things available at knock-down prices..

The trouble is of course that after any decisive victory we always go straight in and pay for an extensive rebuilding scheme. Even more foresight could be employed by simply bombing with building materials.
