But I would still not call that "High performance" With that 200hp limitation, anything bigger than a C172 is high performance. In fact, that means there is high performance C172's.
The canadian regs for high performance is (also certain that it is like this elsewhere in the world)
"high performance aeroplane" means an aeroplane requiring a minimum crew of one pilot and having a VNE of 250 knots or greater, or a VSO of 80 knots or greater."
