If you want to charge someone money for something you can but you need to advertise a clearly displayed scheme of charges.
Then just post it on the nearest barn. If the landing pilot couldn't read it whilst airborne, that's his problem. It was his choice not to call in advance and inquire about the fees he was going to incur.
