Unfortunately, that's the modern reality. The 200 hour hero programs of P2F are a much more profitable revenue stream than actually hiring guys with commercial flying experience. Experienced TP drivers are not desireable as they generally have been around long enough not to be bullied; have higher salary expectations as they've already put up with a few thousand hours of poor pay; and have generally been bonded onto jets.
Now that's all gone and TP drivers, skippers and FOs, are lower down the chain than 200 hour, bright-eyed, newcomers with no commercial experience but a desire to burn cash.
