Don't use a motorised tanker.
Use a simple trailer mounted portable tank. End of problem.
1. Towing Vehicle is a legal vehicle.
2. Trailer is a registered (or unregistered on private property) trailer.
3. The tank is just something sitting on the trailer (DO NOT bolt it down) it is an item merely being carried on the trailer from time to time.
Works for us.
4. Obtain at least one Harley Davidson motorcycle or a suitably modified car. Add some chainsaws to taste. At suitable and legal times conduct a "chorus".
