Para 2.3 reads:

A pilot of a glider may act as a flight radiotelephony operator without holding an appropriate licence, if he/she does not communicate by radiotelephony with any Air Traffic Control Unit.

Note: An ‘appropriate licence’ in this context means a Flight Radiotelephony Operator’s Licence which may be issued as a standalone licence, or in conjunction with a flight crew licence.
