I don't think dressing reasonably smartly is too much to ask at all.
Even I sometimes cringe when people rock up to work wearing beach shorts, flip flops (yes, even at Prestwick), t-shirts emblazoned with stuff - or, my pet hate, jeans half way down their backsides. I have no desire to see people's anuses at work
Smart casual includes most appropriate forms of wear including jeans and stuff. So this is a non-issue.
