Try EASA. That's the 'buzzword' these days.

As for the cost. It ranges from 5-10 euro to 200 GBP. It all depends on school/provider, country, etc. I'm not familiar with non-English speaking countries procedures for their RT licence exam, but in the UK, it'd set you back (or till recently, have to check current CAA fees) about 70 quid, plus the examination/brush up cost from 50 to 120 or so Pounds.

You put Moscow as one of the places you stay/live/work. It may be worth checking schools in Latvia. English should be catered for and closer than UK.
