I suspect it has nothing to do with your neck but the subdural which caries a risk of fits and other neurological issues even if you have appeared to make a full recovery
The regulator wants to protect the public by restricting you for a period of time during which if a fit occurs your pax will not come to harm
So I regret you may have to bite the bullet and just accept the restriction until it expires
