Tiger may or may not start the intake this year. According to inside sources, cost are expected to run into S$185,000 at time of writing. There will be no internal loans, ie you will have to seek external sources of finance yourself.
Application cost should be around S$300, at this time it is not known if class one medical and other asst cost is included or borne by selected applicant. In my opinion, it should be the latter. Talks are underway and there should be 4 - 6 cadets selected to form this course.
Be advised that you are going for a MPL, thus with limited actual flying hours and rushed studying and sims, you may require additional hours (and if the FTO wants to make more $$), of course, at your own cost.
Lastly, do not despair, July to Oct there might be a round of SIA selection. The only one planned for this year.
