Limelight - your 100 KLM exclusion zone is a far more important little gem than Joe Public would imagine. Don't forget - Governments, as much as the " winning the next election" public face may suggest, think 50 years ahead. It doesn't matter if the Government of the day is black, white or brindle - Government as an institution DOES work to long term plans. Sadly, in the case of Australia, Government is often populated by sheltered workshop dropouts, who wouldn't know the Southern Aurora was up their fundamental orifices, until it blew it's whistle.
The reserved greenbelt for the M5 existed in the late 1950's and whilst it took many, many tears to (half) build it, built it was.

Talk of high speed rail between Sydney and Can't Berra has recently been uttered by Albo and while the naysayers poo poo it, it would be foolish to discount it as a serious part of the Government 50 year planning.

The next International Airport built in Australia will be at Goulburn, servicing both Sydney and Can't Berra via a high speed rail link.
