I'm having an issue with mine on an iPad 1 that others might have experienced so this might be of help.
When on the map page, eg the WAC, I slide my finger around but nothing happens, it simply doesn't move the map.
However, if I use two fingers, it does work. I discovered this as the map didn't move with one finger, but I could still pinch and expand it successfully.
