The aircraft was built in 1938, against the Ministry of Aviation Specification TI/37 for a two-seat light training aircraft.
The first prototype (L7706) flew and comprehensive tests were carried out at the A & AEE Boscombe Down, but the RAF could manage with the existing fleet of training aircraft, so the second (L7709) prototype was never completed, and the third (L8804) was dismantled at the initial stage of construction.
