So you're adding the 737 rating to the Indian license? To get the FAA COMM that "stands alone," you've do it just like an American pilot. Ok, not just like one of us, but almost. As the holder of an ICAO commercial license you don't have to have a FAA PVT before taking the COMM. You will have to go through the TSA #!^*, pass the FAA COMM and INST writtens, hold a FAA medical certificate and pass flight checks for the INST and COMM.

There is a way to have the 737 type moved to the FAA certificate but only if the training was done by the holder of a FAA CFI certificate. And it requires getting a "based on" PVT certificate first, the FAA will grant you a PVT VFR ONLY 737 rating but then you can move it to the "stand alone" certificate.
