Technical superiority is a must. It's not 1939 where you can ask the local Holden factory to crank out a few fighters for you.
It makes old Wayne's huffing and puffing about a budget surplus next year amount to a walk in the park!
The only way Wayne will get a 'technical surplus' is by bringing forward a bunch of spending prior to Jun 30.. screwing contractors and telling them no payments until post 30 Jun 2013. ahh.. a Clayton's Surplus at the expense of everyone else.. Oh! I almost forgot.. he'll tax the
