I did not say anything about "ease of foreign license conversion".
I mentioned "
for foreigners to convert CAAS licenses easily". It means, no restriction for foreigners to convert CAAS license. No other meaning.
It is understood any Tom Dick Harry fulfilling all CAAS SASP-2 requirements is able to convert license easily. If an applicant can't fulfill any, airline will not consider him.
