Not sure where Droste is getting his info regarding the ease of foreign license conversion. Last I checked people still jump through hoops like circus animals just to convert.
And don't kid yourself. While SIA is a private company, for all intents and purposes SIA, the CAAS and the government all work in tandem. A quick look at who owns 54+% (not sure the exact number) will back this up.
