Short answer is NO if you want to instruct towards JAA/EASA papers.

You need a JAA FI, and if you want to get paid for it you also need a JAA CPL.

An FAA CPL cannot instruct anywhere anyway; he needs to be a CFI or CFII. Such an instructor can instruct towards FAA papers, anywhere in the world, subject to any local airspace regulations e.g. in UK airspace you need a JAA CPL if you are getting paid for the flying instruction.
