Looks like the DGCA is trying its best to prevent issuing license unless recency is done in India
Try calling him first if you are not from Delhi . Otherwise pay him a visit if you are from Delhi .
Tell him its not required under FAA nor is it mentioned in the flow chart or application form . I have never heard of such a requirement before .
Also tell him you did it on the SIM and that was considered sufficient by your flying school .
