Cat 1 and airport security are separate issues entirely. Cat 1 looks at the country's compliance with ICAO Annexes 1, 6 and 8. The FAA assesses the regulator's ability to set and enforce regulations that bring the industry into compliance with these ICAO standards. Airport security is assessed by the Transportation Security Administration and has nothing to do with Cat 1.
