What is an "un-carded" aircraft? Sorry for my ignorance.
All aircraft and pilots who fly on government, (USFS, DOI, BLM etc), contracts, (except on "end user" contracts), are required to be inspected annually by one of their inspectors and are then issued a "card" which has to be carried at all times.
All pilots on contracts are required to fly and be "evaluated" and are then considered to be "carded".
