Can a CRI skills-test be used to renew a JAA SEP rating?

The JAA PPL licence has just been renewed, but the SEP rating expired in 2008. I've a horrible feeling the answer is no, and a person would need a valid SEP Rating in order to do the CRI course anyway... Can anyone enlighten me? In this instance, the holder has been keeping (legally) current with another ICAO licence, but has only flown 5-6 hours in the last 24 months, not done an hour with a JAA FI/CRI, and their last foreign LPC (flight review) was in early 2011 (and valid 24 for months).
I initially presumed that (as per the foreign licence) where roughly speaking "any skills-test counts as an LPC", there would be a similar SENSIBLE (that's blown it) route under JAA.

In a nutshell; person has a valid UK JAA PPL and medical, but no SEP. Can the CRI skills-test count as a SEP renewal? Or can the SEP renewal be "thrown in" with the skills-test, or is it a whole separate thing?!

Any help would be appreciated.
