Simple really, it will have to adopt a LHR style approach and basically do away with the 'small' operators to free up slots for the 'heavies' which carry more passengers for the same amount of movements.
That would work well if we had a secondary airport. Other than that I think all they can do is force new operators into unfavourable slot times assuming there is no change in the political will in regard to curfews and movement caps.
