No jet should be flown below 1.3 stall speed
Are you sure about that? Look at some of the newer jets and see if they are using 1.3 Vs, or are they using 1.3 Vs1G, or are they using 1.23 vs or 1.23 Vs1G.......

I presume that you do know what Vs1G is?
