The first tranche was for 13 towers. 10 of those went to FerroNATS (Alicante, Valencia, Ibiza, Sabadell, Sevilla, Jerez, Melilla, Madrid Cuatro Vientos, Vigo and A Coruņa), the other 3 (Lanzarote, Fuerteventura and La Palma) went to Saerco (not to be confused with Serco).
