True, they had the misfortune to design and build the terminal in the 1990s, before the impact of the Net was clear.
Agree check-in desks 201-210 could go but not so sure about decreasing 1-62. Despite the internet new airlines to Luton would still need desks to check-in some of their passengers and existing airlines will need more desks in the future.

So the next question is what do they use the saved space downstairs for? Maybe they will move the passenger search area back downstairs or put a baggage belt in although another belt could go into the disused shopping area in the old terminal just by moving the stud wall.

Tricky. There is room to move things around in the big hall but upstairs is firmly limited by the walls of the building. Not to mention all those shops! The only REAL answer to speed up the process is more people working to serve the pax. But we all know that hiring more people is 'a very bad thing'
The secret is going to be getting passengers to wait by the gates quicker than now. Even now there is plenty of room to hold passengers in the old departure lounge which still serves gates on the main apron. No doubt the new walkways to the new apron and south stands will be spacious with seating and bars.

I have read somewhere that Stansted sits on 4 times more land than Luton yet Luton wants to increase passenger numbers to something like what Stansted now handles.

The pinch points will always be traffic into the CTA and as we all know the airport has never come up with a proper solution. Now the council want to increase passengers by another 8 million and this area is not getting any bigger.
