Not all airports will provide transit visas.
As far as I know, this is not possible and anyway not advisable to count on! In my experience, and that of my previous operator (that regularly operate in and out of India), you never go to India without a valid visa. Ever.
You get info from someone that this or that is ok, then you get there "No no this is not possible. Now you have to pay USD 10K and and and and...."

From Indian Gov. visa website (http://indianvisaonline.gov.in/visa/):

All foreign nationals entering India are required to possess a valid international travel document in the form of a national passport with a valid visa obtained from an Indian Mission or Post abroad. The Indian visa is issued under Government of India’s Foreigners Act.
Remember, its your responsibility, you are the one who will stand there on the day telling clients and company "Sorry, we are stuck because I did not have the required visa".
