Indeed that is so. I work freelance and visit many locations which, whilst in the same specialisation, are all independent of each other. Over the years I have worked at 36 such places.
Today I was at a place where the staff are friendly but way below average. The reason seems to be that for years they have been badly managed. Their previous manager was widely reputed to be taking bribes and lining his own pocket. The staff are not bad - but the place is falling to bits around them as no money has been invested in the place in years. In my view, the best is just to shut it down.
Humans respond directly to how they are managed. The UK has so many terrible managers who continue to bull$hit the managers above them.
