Please, do you have a reference that the RF has changed to QNH altimetry below transition?

Russia is still using Meters QFE
below transition level. The only thing that changed is that they switched their flight levels
above transition level to feet instead of the flight levels in meters they used before. That changed mid November if I am not mistaken
