The fact is that when Schumacher indisputably didn't have traction control, he still trounced anyone in a similar car and he still trounced anyone in any car in the wet, when driver control of traction is paramount.

Having said that, in the first races of '94, Senna (presumably a good judge, if anyone was) became very suspicious of Benneton and Briatore revealed his true colours in later years. The FIA were pathetic, which is why we'll never know for certain.
