Threat to airfields

The proposed amendment to Rule 5 (Annex A) contains the wording:-

(3) An aircraft shall not take-off or land within 1,000 metres of an organised
open-air assembly of more than 1,000 persons without the permission in
writing of the CAA.

No exemptions except:-

(5) An aircraft shall be exempt from compliance with:

(c) paragraphs (1), (2), (3) and (4) when practising approaches to, or
checking navigational aids or procedures at, a Government
aerodrome or licensed aerodrome in the United Kingdom, or at any
aerodrome in any other country, while utilising the airspace
customarily used by aircraft when landing or taking-off in
accordance with normal aviation practice at the aerodrome
concerned;

(g) paragraph (2) and (3) when taking part in a flying display, air race
or contest, or making a flight with the consent of the organisers of
these events, when within a horizontal distance of 1,000 metres of
the gathering of persons assembled to witness the event;


So, if someone organises an event within 1 km of your airfield and more than 1000 people turn up you can't fly?
