I can think of one way to at least start training new commanders. Let newly trained pilots start to fly and gain experience onces they are qualified not make them wait a year or two doing odd labour just to get to fly SIC. Although I know its not like that all over the world, only some places that shall remain nameless

To do this safely. you need at least two key components - a sound basic training such as is provided by the integrated route at the professional flying schools
and competent, skilled and experienced commanders who know how to coach new pilots.
