If the aircraft is maintained under Part M Subpart F, you can install a repaired item from the USA without a dual-release FAA 8130-3; if it is maintained under Part 145, you'll need a dual-release FAA-8130-3 (i.e. the item must have been repaired by an EASA-approved FAR 145 ).
New items from the USA should come with an FAA 8130-3 (copy acceptable if multiple items on one form).
