Any organisation that seeks to provide flight training in EASA aircraft (aeroplanes, helicopters, sailplanes or balloons) will need to be approved by the 'competent authority'. The criteria for approval will be published in EASA Part-ORA 'early in 2012' although the content will, I understand, not differ significantly from that in Opinion 03/2011 available
here.
