AFAIK unless ATC ask you otherwise it's normally it's as "unrestricted" as said, just the last two digits of the waypoint crossing
time. Exceptions I can think of would be if the ETA is several hours hence and/or on an oceanic position report on HF when full four digits of the
time are required.
