CFM 56 - fan blade ice damage on ground - Help

We continue to experience fan blade icing and subsequent damage on our CFM 56 engines due to ramp operations in severe winter storms. Flight Ops are following the manufacturer's ice shedding procedures but the maintenance folk are not doing anything anything more than what they would do on a regular winter day.

Fearing the same this winter I was hoping I could get some feedback or suggestions re the 2 questions below:
1) Any suggestions as to what we should be highlighting to maintence or requesting during these severe winter storms.
- Heaters?
- Inlet covers?
- Chemical treatments?
- Inspections?
- Ramp surfaces?

2) Any suggestions to Flt Ops beyond the normal ice shedding procedures.
- Taxi in procedures?
- Post de-icing inspections
- ramp/taxi surface condition (clearing liquids, drifts)

Any suggestions or comments would be appreciated.
