GPS interfacing under W2K

Any clues as to what I need to do to get Windows 2000 to talk to a GPS across a serial port link?

I have a dual-boot machine with W98 and W2K. With the former everything is fine, with the latter it refuses to recognise the GPS (a Garmin 196).

I know that W2K exerts more control over how applications talk to the serial ports, but is there something I can do to get this to work? It's a bit of a chore having to shut everything down and re-boot just to upload a route.

The particular applications I'm using are Navbox (with the Garmin 196 updates loaded) and the Garmin software revision application. In each case all is well under 98, but not under W2K.
