Not quite. "Needs to be added or created by mods" is the situation.
Mods can't enable others to add polls, but mods can add a poll to an existing thread (if asked very nicely with a genuine and reasonable justification
), or start a new thread with a poll.
As you can perhaps gather, some of the functionality alluded to in the generic vbulletin FAQs has been disabled on PPRuNe for various reasons over time.
