Do some research on aftermarket winglets. You'll find that the addition of winglets on the 757/767 results in in an increased specific range.
Boeing has a short-range 747-400 for the Japanese market that has no winglets. Apparently, the benefits are little for a short-range airplane.
787? Different airfoil perhaps. I have a production test pilot friend @ Boeing. I'll ask him.
Horizontal stab? Unlike the wing, it flies down instead of up and carries a smaller load by comparison. Probably more of a drag/weight increase than an aerodynamic benefit.
