The spokesman for LANAG (= LADACAN?) in the article posted by Pabely said he could trace an additional 54 employees at the airport per million passengers.
I don't think he's looking very hard. That implies an additional 324 people working at the airport since the heady days of 1973! As Eric Morecambe said "the boy's a fool!"
