Thats a good point... what do they mean by unexperienced pilots... low timers?? pilot that have just finished the CPL ?? or pilots that are not experiencied enough to be captains? or maybe they want a new fresh wave of first officers without any bad habits...

Is this any type of document?? For those who are not in the UK or neither have english nacionality what this means?? I am european, do i need to go to a embassy to ask by this???
