I don't really know about it, but since april 2012 new FCL rules will apply.

So, the new flight crew licensing authority will be EASA. There will be some interesting changes (especially regarding type ratings and new licenses for light SEP).

Have a look at EASA - Opinions and maybe you will find any NPA (maybe it is just a notice of proposed amendment).
