I believe that the UK CAA is in opposition. They in theory would still have the right to stop this from happening so probably best not to hold your breath on this one!
Where do you get the idea that the UK CAA is in opposition? In any case this will, as of 8 April 2012, be EU law and thereafter anyone with an EASA (or JAA) PPL and FI rating may be remunerated. There is nothing that the UK CAA can do about it - they will no longer have any control over flight crew licensing policy.
I'd not be surprised if there are moves to remove that permssion.
Moves by who? Changing EU law is not a simple or a quick process and any such change would require the agreement of all member states.
