You've obviously never been to China. I've never been able to leave the airports in China without producing my baggage tag receipt. Indonesia is similar but depends on the airline as it's airline staff who do the checking, not airport security. But what really frustrates me is when people innocently take your bags off the carousel thinking it's theirs, but fail to replace it back on the carousel after realizing the error.
