I am suggesting that the application to place ratio is higher at some FTOs than others. Logic follows that if one had twice as many applicants as the other, then competition for those limited places will be more fierce.
But selecting, say, 100 for further testing from 400 as opposed to from 800 would not make much difference to the calibre of those 100 who were selected.
