For FO, 200 hours CPL/IFR
Perimeter doesn't hire direct entry FOs. All hiring is done internally from a list of people working the ramp, check in counter, or cargo counter. To get a job doing that, you don't need to have any of the requirements in hand. A lot of people start out working the ramp with 70 hours and a fresh PPL and hold their seniority spot while they work toward their CPL and IFR, after which they are often first in line for an FO position.
Expect to work the ramp for at least a year, if not more in this current economic climate-though that could change any time.
