yes, Germany is one of the countries with Visa waiver for the 3 months as a tourist.
I, too, am originally from San Diego (greetings West Coast!!) and can highly recommend it! My homebase when back home is Gillespie Field in El Cajon, just east of San Diego. There's a very nice and friendly flight school there, Golden State Flying Club. Check them out!

Weather could get foggy, but it's generally pretty good. In summer it gets almost unbearably hot, but in Nov., Dec. it should be nice.
