I think he is referring to commuting rather than being based. Failure to be in Hong Kong for a duty is potentially a sack able offense. He also needs to consider that he will be treated by the Canadian tax authorities as a Canadian resident for tax purposes and also the Hong Kong Inland Revenue Department as a Hong Kong resident for tax purpose, potentially paying double taxation.
