I have been involved since 1980 in FEATS, FANS, ATLAS ATM2000, then 2000+ ( I always liked the + )
and other free route airspace plans , they all never came to much (*) , just being replaced by new plans. Just like in the US . AERA 3 was replaced by Free Flight , which died and is now replaced by NextGen.
The beauties of FABs is to keep people talking .
(*) Ok, some tools have been devised and improvements made each time . But a complete new concept ? , never.
